Biography

Harvard Law School, Cambridge Massachusetts (1986); Deputy Prosecutor, King County Prosecuting Attorney's Office 1986-1989; private practice Everett, Washington 1990-2002; City Attorney and Prosecutor, City of Langley, Washington 1990-2002; City Administrator, City of Langley, Washington 2000-2002; Judge Pro Tem Snohomish County Superior Court 1999-2002; Administrative Appeals Judge, State of Washington Environmental Hearings Office (EHO) 2002-2005; elected Snohomish County Superior Court Judge, Position 8, 2004.

While in private practice Judge Lucas specialized in representing closely held private corporations and small municipal corporations. During his tenure at the EHO he authored over 35 decisions available on Westlaw, Lexis and the EHO website. He also served as a certified mediator with the EHO. Judge Lucas is a member of the Snohomish County Superior Court Drug Court, Juvenile Operations and Finance Committees. He is a member of the Washington State Superior Court Judges Association Equality and Fairness Committee and the Washington State Board for Judicial Administration’s Best Practices Committee. He is on the Board of the Snohomish County Chapter of the YMCA and the Snohomish County Chapter of the NAACP.
