Biography
Judge Dean Morgan spent 29 years as a judge of the State of Washington. He served 14 years as a trial judge on the Clark County Superior Court and 15 years as an appellate judge on the Washington State Court of Appeals, Division Two. He was the Chief Judge of Division Two in 1994 and Presiding Chief Judge of the statewide Court of Appeals in 1995-96. He retired from the judiciary in 2005 to devote more time to writing and teaching.
Before taking the bench, Judge Morgan was in private law practice with Houger, Garvey & Schubert (now Garvey, Schubert & Barer) in Seattle, Washington, and the Public Defender for Clark County, Washington. He is a member of the Order of the Coif and the American Law Institute. He received the Washington State Bar Association’s Outstanding Judge Award in 1998 and the Washington State Board of Judicial Education’s Lifetime Achievement Award in 2001.
Judge Morgan has been an adjunct professor of law, teaching evidence, Seattle University School of Law, 1996-present; an adjunct professor of law, teaching evidence, Lewis & Clark Law School, Portland, Oregon, 1983-1990; a faculty member, teaching evidence, National Judicial College, 1979-1985; a faculty member, teaching criminal procedure and evidence, Washington Judicial College, 1978-1994; and an adjunct faculty member, teaching general jurisprudence, University of Washington School of Business Administration, 1968-1972. He has taught for the Washington Superior Court Judges’ Association, the Washington State District and Municipal Court Judges’ Association, the Washington State Administrative Law and Industrial Appeal Judges, the Washington State Prosecutors’ Association, the Washington State Defender Association, the Washington State Bar Association, the Washington State Attorney General, the judiciaries of Vermont and New Hampshire, and many other groups.
