Biography

Judge Linda Portnoy has served as the presiding judge of Lake Forest Park Municipal Court since 1998. Prior to her appointment, she worked as a public defender for The Defender Association in Seattle and a pro tem judge in a number of municipal and district courts in King County. Judge Portnoy is the author of Washington Criminal Practice in Courts of Limited Jurisdiction (LEXIS, 3rd Edition, 2004), a two-volume desk book published since 1991 and updated yearly. She is also the author and editor of the Washington State DUI Bench Book for Judges (2013). She serves as faculty for the State Judicial College teaching criminal procedure and DUI law.  Judge Portnoy served on the Board of the Washington State Code Reviser’s Office from 1997 to 2005. She serves as the District and Municipal Court Judge’s Association (DMCJA) liaison to the State Department of Alcohol and Substance Abuse (DASA). She served as chairperson of the DMCJA Benchbook Committee for three years and in 2005, assisted in editing the superior and lower court state general criminal procedure bench books for the Administrative Office of the Courts. Judge Portnoy served as a member of the State Pattern Forms Committee for courts of limited jurisdiction from 1999 to 2008.Judge Portnoy is actively involved in working with the Youth Court she founded at Shorecrest High School in 2001.
