Clifford Villa is an Assistant Regional Counsel with the U.S. Environmental Protection Agency, Region 10 office in Seattle, Washington. His practice has included representing EPA in administrative proceedings, civil litigation, and criminal prosecutions to enforce federal pollution statutes such as the Clean Air Act, Clean Water Act, and Toxic Substances Control Act. He has also pursued responsible parties through negotiation and litigation to achieve environmental cleanups under the federal Superfund statute. Recent practice has included providing legal counsel to support EPA emergency response to releases of hazardous substances such as mercury and asbestos. Prior practice at EPA Region 8 in Denver and EPA HQ in Washington, D.C., focused on cleanup of federal facilities such as military bases and the nuclear weapons complex. Prof. Villa has spoken widely on environmental law topics at professional conferences, and has lectured in Spain and Latin America to help build enforcement capacity internationally. He has also authored a number of articles in the field of environmental law, appearing in such publications as the Harvard Environmental Law Review and the Columbia Journal of Environmental Law.
