For a man who’s never lived in Monterey County, Joaquín Avila is very influential in local politics. The legendary voting rights attorney successfully led efforts of Salinas Latino residents to end the city's at-large election system, which they said placed Latino residents at a voting disadvantage. But the 57-year-old attorney, who spoke to a gathering of La Raza Lawyers Association of Monterey County on Thursday, doesn't want to take all the credit.
