A federal judge ruled that certification of local election results in five Merced County cities should be halted until two weeks after voters go to the polls, or until federal authorities give them clearance to determine a winner after a class-action suit against five cities, 17 special districts and a state agency in Merced County by Professor Joaquin Avila.
